The Former President's Progressive Warning Overlooks The Continent's True Danger: Technological Stagnation.

The recent US security policy document presents a flawed assessment of the European Union. It claims that open-border policies and so-called "woke" agendas pose an existential threat to the continent's identity. Yet, this perspective rests on a serious misinterpretation of the reality. The true danger confronting Europe is not societal but technological and economic backwardness.

A Glaring Economic Gap Between Europe and the US

Statistics paint a stark picture. From 2008 and 2023, American economic output grew by eighty-seven percent, compared to a paltry 13.5% growth for the European Union. Over this time, European income per person dropped from over three-quarters to just half of the American figure. Remarkably, even the poorest US state now boasts a greater average income than several leading EU nations like France and Italy.

Currently, roughly half of the world’s top fifty tech companies are US-based, while only four are European.

The Innovation Shortfall: The Core Question

The growing economic gap is driven by superior efficiency gains in the United States, fueled by breakthroughs and higher total factor productivity. The landscape of world technology leadership is decidedly American. In the last fifty years, hundreds of American startups have scaled into enterprises valued at more than $10bn, versus just 14 in the European continent.

This disparity raises a vital question: As the competition for tomorrow's sectors like AI, semiconductors, and quantum computing, where does Europe stand? Most analysts concede it is largely a two-horse race involving the United States and China, with Europe starting at a significant disadvantage.

Root Causes of Europe's Innovation Gap

A number of key reasons account for this innovation chasm.

  • Financing Ecosystem: The US boasts a far deeper and agile system for funding startups. Europe still lacks a true unified investment market, a factor that limits the scale of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented rules hinder European business. A American entrepreneur can introduce a product under one set of laws to access a consumer base of over 330 million. The EU, despite a bigger population, is split among twenty-seven separate regimes, creating significant internal barriers.
  • Cultural Attitudes: Attitudes toward risk-taking differ sharply. In some EU nations, business failure was once viewed with stigma, whereas in the US, it is often considered a valuable lesson.
  • Defense Spending: The United States enjoys a deeply integrated academic-military-industrial complex. Europe's chronic underinvestment in defense has eroded its capacity for pioneering research.

The Road Ahead: Grounds for Hopefulness

In spite of these challenges, one can find causes for optimism. Policymakers are increasingly aware of the existential challenge and have begun to advance serious reform. Key reports on European competitiveness and the single market highlight the necessity of major reforms.

Given appropriate incentives and regulatory reforms, these assets might enable far greater degrees of commercial innovation.

Europe retains considerable strengths: high-quality human capital, excellent education systems, and world-class research institutions. Alongside a vast domestic consumer base and substantial household savings, these foundations have the potential to trigger a surge of venture creation.

Importantly, even if Europe does not take the lead in creating next-generation technologies, it can still dramatically increase economic output by implementing and tailoring advancements from other regions.

A Critical Juncture

Europe now stands at a decisive crossroads. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". To date, Europe's technological decline has been gradual. However, if it fails to take bold steps to tackle its structural weaknesses, today's slow erosion could give way to a rapid and permanent decline in world influence.
