Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been defused. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: an extensive attack of aerial bombardment on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of opposing developments captured the bleak nature of the outgoing year. By day, political struggles are waged: optimistic declarations are released from multiple capitals. Significant resources is devoted on restraining certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "peace".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is capable of detecting projectile deployments from Russian territory, a ability enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to engage hostile cruise missiles roared overhead – advanced fighter aircraft provided to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense activated: several firings fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably provided by Western nations. Every launch creates sudden vibrations, rattling buildings. The brief panic quickly becomes resigned acknowledgment: perhaps the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and further power outages.
Persistent Threats
Soon after, a heavy machine gun opened up on a drone in the vicinity, part of a rapid response unit – most likely Western-made equipment. Regrettably, the projectiles didn't strike the enemy aircraft – it continued its flight toward its target.
With pauses, this continued until dawn. Kyiv faced the daybreak reports: seven people killed, destruction and infrastructure problems in multiple buildings as a result of the night's assault. As always, everyone still maintained normal activities – enduring hostilities. But those full day illustrated Ukraine's essential dependence on international aid – a dependence that neighboring countries are demonstrably unable to substitute in the immediate future.
Unsuccessful Negotiations
The detailed framework from Washington generated strong feelings, controversy and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.
Every new proposal from US leadership follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually win the battle. This cycle will, undoubtedly, persist.
Strategic Calculations
It is easy to blame specific actors of repeatedly advocating Russian terms. But that does not seem to be the whole story. American leadership functions according to a assumption well known to experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The White House presumes that it is impossible to pressure the Kremlin to surrender the areas that it already controls in Ukraine's occupied territories.
The challenge is that while recognising this factual reality, Washington does little to prevent Kremlin actions, through words or deeds, from believing that the situation will not evolve additionally in its advantage in the coming year.
Opposing Positions
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's government remains highly assured in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing civilians and areas but avoiding a total frontline collapse until conditions improve in its favour.
Present Conditions
Factually, there are no actual prerequisites for a truce. Now, personal considerations are coming into play: political desires to negotiate peace and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their task will now be significantly challenging after current events, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a mere seven days to terminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, recent disclosures, all did their job.
While new plans based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and reflect specific hesitation to alter the situation, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, primarily depend on sustained allied backing.
